ODE has updated the proposed rule language for Comprehensive School Counseling OAR 581-022-2060 based on public comments and State Board of Education input. ODE is once again seeking your input on this version of the proposed rule language. We also ask that you help us disseminate this survey through your communication channels. Access the survey here 

Public comments will be accepted up to rule adoption in March; however, the earlier the better for the State Board of Education to review. Please note that district guidance is currently being drafted to support districts with implementation of the new law and updated OAR.

Oregon Proclamation

Thank you to Gene Eakin for working with Governor Brown to secure the Proclamation for National School Counseling Week. This was a wonderful gesture and a show of support for our profession.

Conference Dates for 2020 and 2021

Mark your calendar and plan to join OSCA in SunRiver on October 9 for our 2020 conference. We are excited to have Dr. Johnny Lake as our keynote speaker. He is a dynamic storyteller, addressing key issues of race, equity and diversity. You won’t want to miss out!

In fall 2021, plan to join OSCA on November 6 for our 2021 conference. Please note: This is a necessary change of date. Our conference is moving the date to the first Friday of November effective 2021.

2020 Linda C. Eby Scholarships

Linda C. Eby served as a school counselor for 32 years and was on the Oregon School Counselor Association Board for 20 years. Her time and commitment to this profession was recognized in 2015, when she received the Lifetime Achievement Award and the Board named its’ first-ever high school scholarship after her. The goal of this scholarship is to recognize outstanding high school seniors and school counselors in the state of Oregon.

Eligibility and Guidelines:
  • Applicants should be high school seniors planning to pursue a postsecondary education.
  • Please submit an essay of no more than 500 words about a school counselor who has made a difference in your academic, career, social, and/or emotional development.
  • The school counselor you are writing about must be a certified school counselor in Oregon.
  • All essays must be submitted with an OSCA Essay Entry Form.
  • Deadline for submission: April 1, 2020

Nominate a 2020 School Counselor of the Year

The School Counselor of the Year Award honors the best of the best: School counselors who are running a top-notch, comprehensive school counseling program. Nominations are accepted for any K–12 level. Please nominate your colleague who you feel exemplifies these qualities! Make a nomination

The winner of the Oregon School Counselor of the Year will receive a $1000 monetary award and travel and registration for the OSCA annual conference. The Oregon School Counselor of the Year will also be then in the running for the National School Counselor of the Year!

Congratulations to Christy Wheeler for a job well done in representing Oregon in Washington, D.D., as Oregon school counselor of the year 2018–19. Benson High School in Portland Public School District is blessed to have you!
